In my initial research into the issue, I found that this had been an issue that arose in the Xbox accounts back when the "Better Together" stuff was first issued, 2 years ago. With the newest update for PS4, from 12/10/19, all of the packs purchased under my account are no longer available to the others, the ones who actually use them.

With the PS4 version of Minecraft that we were playing, all of the packs were shared across the console, so it didn't matter who actually purchased or who was "hosting" the game, they were all available to everyone in the family. However, because my account is the main one for the PSN, mine is the one under which most if not all of our texture and skin packs were purchased. My family plays Minecraft on the PS4, usually using either my wife's or my daughter's (who is under the age of 13, and thus has a restricted child account, for the record) accounts I rarely play anything worlds saved in my own account. If it duplicates any others, I apologise. I looked and haven't found any issues matching mine, yet – at least not since the recent assimilation of the PS4 version – so am posting here.
