Searching for this found a lot of people who were asking about this problem, and from what i can tell, anyone who was able to successfully reset the quest was able to do so without having killed her in the first place.Once per day you can travel to The Whitespring Refuge inside of The Whitespring Resort and do three daily quests which will allow you to start an expedition as leader. i tried resetting the quest and resurrecting her and checking the museum for her by chance, and she isn't there (the museum will be full of raiders once everyone moves out). again, from what i've read, it has something to do with the quest stages, and maybe also something about the quest is coded to start when you run into her in the museum, which then isn't possible once everyone relocates to sanctuary. Second, resetting the quest with the resetquest command doesn't work. it will accept her reference id (which is 0001a4d9) but the moveto and resurrect commands aren't resurrecting her in front of me (or anywhere as far as i can tell).
